The Institute for Security Studies on Thursday highlighted an ongoing tussle over the Libyan embassy in South Africa’s capital, which, it said, shows that the Pretoria government cannot decide whether it supports the government based in Tobruk, which is recognised by most nations of the world, or the one headed by Prime Minister Omar al-Hassi, based in the traditional capital of Tripoli, which is recognised only by Italy.
