Details of Increased Exercise Hours and Liquor Sales Under Level 3 Announced

The government has released regulations about what is and isn’t allowed under Level 3 of lockdown, starting on 1 June, saying that exercise can take place between 6am and 6pm, and liquor can be sold Monday to Thursday 9am to 5pm. The changes were announced today by ministers Nkosazana Dlamini-Zuma and Ebrahim Patel.

What still stays closed are public sporting facilities, gyms and fitness centres, sports grounds and swimming pools (except for professional athletes), night clubs, hotels, bed-and-breakfasts, public and private game reserves, conference facilities, on-premises bars and taverns, cinemas and theatres, museums, public parks and beaches. Hairdressers, barbers and beauty salons remain closed.

The changes

Liquor and e-commerce. Sales of liquor and e-commerce can take place Monday to Thursay, 9am-5pm. Travel is allowed between provinces and districts for students and teachers. There will be no curfew, which at present is 8pm-5am.

Exercise. Exercise is allowed – from 6am to 6pm – so long as it is not in groups and people wear masks. People can return to work, but in limited numbers and with social distancing and masks.

Food. Hot food can be sold at supermarkets. Food establishments can use their drive-throughs or customers can pick up.

Domestic air travel for business travelers.

Churches can be open for less than 50 people, although some churches, including the Zion Christian Church, have said they will not be opening.

Minister in the Presidency, Jackson Mthembu, said on Radio 702 that the cigarette ban was for Level 3 and he did not see it carrying on in Level 2.

The ministers identified the country’s hotspots: 

  • The City of Cape Town;
  • Tshwane;
  • City of Johannesburg;
  • Ekurhuleni
  • eThekwini
  • Buffalo City;
  • Nelson Mandela Municipality
  • A number of Western Cape municipalities such as the Overberg, Cape Winelands, and Chris Hani.
